What actually drives the price
- Age of the home — Vancouver has a lot of pre-1970 housing with galvanized supply pipe that corrodes from the inside and often has to be replaced once it is disturbed
- Access — a leak under a slab or behind finished tile costs far more than the same leak in an open basement, because most of the labour is getting to it
- Strata buildings — shut-off coordination, restricted work hours and elevator booking all add time to condo work
- Emergency timing — the same repair on a Sunday night costs meaningfully more than on a Tuesday morning

Should I get a flat quote or pay hourly?
For a defined job — replacing a water heater, installing a fixture — ask for a flat quote. For a leak nobody has seen yet, hourly is honest, because no one can price a problem they haven't found.
Do I need a permit for plumbing work?
Repairs and like-for-like replacements usually don't. Moving or adding drainage and venting typically does, and your municipality will want a licensed contractor to pull it.
